Publicity and Public Education Programme about the Control of Obscene and Indecent Articles Ordinance (COIAO)

Objective To bring forth the message to the public that there can be indecent materials in newspapers and magazines.
Content A set of two posters and an API were produced to bring forth the message to the public that there could be indecent materials in newspapers and magazines, which were expected to be suitable for people of all ages, and parents should take note of what their children are reading.

For the set of two posters, one depicts a mother's concern about her daughter's reading a possibly objectionable magazine and another one depicts a father's concern about his son's reading a magazine of similar nature. In the API, a family of a father, a mother, a son and a daughter is portrayed.
Groups / Persons Affected Parents and guardians of children and youngsters, especially those aged below 18.
Impact Women and men, girl and boy were portrayed on equal footing in the posters and API without gender bias/inequality and gender stereotyping.


The posters caught the eye of quite some people. OFCA received some enquiries and requests for the posters.
Success Factor / Lessons Learned The use of the Gender Mainstreaming Checklist has helped OFCA staff and the service provider of publicity materials raise their gender awareness and sensitivity and the need to eliminate any gender bias in the publicity programmes.
