Terms of reference
(1) | To operate and encourage the development of The Hong Kong Award for Young People (HKAYP) in Hong Kong and be responsible for the overall policy and the maintenance of standards. |
(2) | To be responsible for policy planning, strategies development and outcomes monitoring of all HKAYP programmes. To monitor the implementation of all aspects of the HKAYP Operations including Award Office. |
(3) | To be responsible for public relations and publicity of the Award Scheme in Hong Kong and abroad and to maintain contact with the Award Authorities in other countries and the International Secretariat. |
(4) | To liaise with the International Award Association in matters of policy and changes of conditions or standards. |
(5) | To arrange the necessary financial support for the development and administration of the Award Scheme, and to be responsible for the approval of estimates received from various Committees and Sub-Committees and the submission of applications for financial assistance to Government or other funding sources. |
(6) | To license organisations and groups as operating authorities of the Award Scheme according to conditions which the Council will lay down. |
(7) | To confer Gold Awards and make arrangements for their presentation. |
(8) | To review and revise the programmes as necessary. |
(9) | To approve the Annual Report and Budget of the Scheme. |
(10) | To appoint and to delegate authority to Committees and to withdraw such authority as necessary. |
(11) | To do such other things as may be consistent with aims and objectives of the Award Scheme. |
